STAR is a ‌statewide‌ ‌501(c)(4)‌ ‌nonprofit‌ ‌organization composed‌ ‌of‌ ‌more‌ ‌than‌ ‌2,000‌ ‌Texas‌ ‌adoptees, birth‌ ‌parents,‌ ‌and‌ ‌adoptive‌ ‌parents dedicated‌ ‌to‌ ‌advocating‌ ‌for‌ ‌legislation‌ ‌that‌ would‌ ‌
restore‌ ‌access‌ ‌to‌ ‌original‌ ‌birth‌ ‌certificates‌ ‌(OBCs)‌ for‌ ‌‌adult‌‌ ‌adoptees‌ ‌in‌ ‌Texas.‌
Supporting all adopted Texans age 18 or older access to a simple piece of paper, the vital record of their OBC.
The OBC is the vital record of the adopted individual's birth.
It is the primary identity document of human beings.
